What Santa Monica & West LA is like
Santa Monica is an independent city with its own zoning, permits and rent-control rules, from the beach and Main Street to Montana Avenue and the Expo Line stations downtown. Next door, West LA, including Sawtelle and the blocks around the Expo Line, is part of the City of Los Angeles.
Housing here ranges from bungalows and Spanish duplexes to condos and new mixed-use buildings near transit. Knowing which city a property is in is the first question, because it decides the zoning, permitting and tenant rules.

What’s shaping Santa Monica & West LA
- Check the city line. Santa Monica and Los Angeles have different zoning codes, permit offices and rent-control laws. The boundary zigzags, so confirm by address.
- Transit-oriented growth. Both cities allow more housing near Expo Line stations, so expect continued multifamily construction along the corridor.
Project timelines change. I separate approved projects from proposals and verify status against city and Metro sources before advising on a deal.
