I’m Matt Bissell

I live and work in the Valley and track Encino pocket by pocket. My planning background means I look at zoning, lot potential and where the neighborhood is headed — and I stay with you from the first tour through closing.

The neighborhood

What Encino is like

Encino stretches from the Sepulveda Basin’s open space up into the Santa Monica Mountains. North of Ventura you’ll find ranch homes on generous lots and easy access to Lake Balboa and the basin’s fields and trails; south of the Boulevard, the streets rise into gated estates and view lots.

Los Encinos State Historic Park marks the neighborhood’s namesake spring and oaks. Today Encino is a common move-up destination — and a place where lot size, slope and buildable area make or break value.

Planner’s notes

What’s shaping Encino

  • Lot math matters. Encino’s large lots invite rebuilds, but LA’s mansionization (BMO) and hillside (BHO) rules cap floor area. I check the numbers before you pay for square footage you can’t build.
  • The Basin. The Sepulveda Basin is federally owned flood-control land — a permanent open-space buffer, not a development site.
  • Ventura Blvd rules. The Boulevard falls under the Ventura/Cahuenga Corridor Specific Plan.

Project timelines change. I separate approved projects from proposals and verify status against city and Metro sources before advising on a deal.
