Beverly Hills: a city
with its own rules
An independent city with its own zoning, design review and services, from the flats to the canyons.

I’m Matt Bissell
I live and work in the Valley and track Beverly Hills pocket by pocket. My planning background means I look at zoning, lot potential and where the neighborhood is headed — and I stay with you from the first tour through closing.

What Beverly Hills is like
Beverly Hills is a separate city surrounded by Los Angeles, with its own planning, permitting, police and public works. Its residential areas range from the tree-lined grid of the flats north of Santa Monica Boulevard to hillside estates in the canyons and Trousdale Estates’ mid-century homes.
South of Wilshire, the city has more condos, apartments and smaller single-family homes. The commercial core, the Golden Triangle around Rodeo Drive, is compact and walkable.

What’s shaping Beverly Hills
- City design review. Beverly Hills has its own architectural and design review process, and it’s often stricter than LA’s. Plan more time for approvals.
- Hillside & historic. Hillside areas have their own development standards, and some homes are designated or eligible landmarks.
Project timelines change. I separate approved projects from proposals and verify status against city and Metro sources before advising on a deal.

Zoning, planning & permits
City of Beverly Hills: planning & permits ↗Official city resource.Property records
LA County Assessor ↗Official county resource.Beverly Hills has its own city government, so its zoning, permits and city services come from that city, not the City of Los Angeles. These are official public resources. They tell you what’s on record; they can’t confirm what you’re allowed to build or how a project will be decided. For a specific parcel, I’m happy to walk through it with you.
